I doubt you're ugly - if you're friendly and kind, that's all these kinda guys need to think they have a chance. Not all of them are like this of course, but for me it's true more often than not.
Also, working on your self confidence works wonders, especially if you're also like me in that you're not conventionally attractive. Both men and women have a sixth sense for it. Higher confidence = better potential dates, it even comes through in photos.
Try pursuing men you want too, I find it's often the cute shy boys who adore me, but can't work up the nerve to approach me. It sounds like this is also the case for you, so go for it!
without a picture, I don't know if you are unattractive or not. but there are a few possibilities as to why you only attract ugly guys, the least common but that does happen is that you are so beautiful guys don't know how to confront and only the ugly guys have the guts, you also might be ugly, but I can't tell without a picture as I said, another possibility is that you just live in an area where there aren't many guys with enough guts to ask someone out.

Beauty is in the eye of the beholder, no one is ugly, the guys you attract may not be your type, but I guarantee you that there are plenty of girls out there who find them attractive, and as far as you being ugly you probably aren’t physically ugly, but
