Guys, There is a guy who looks at me intense at my face, eyes especially when i'm smiling it's like he losts his mind?

He is staring at me when i'm busy with anything and especially when i'm smiling while speaking with someone he stares very intense and long, i can see it through my peripheral vision.
He even bumped into someone while he was staring at me? What is this?
