Why does a guy stare at me from time to time?

this guy will always look in my direction and sometimes stares at me when I’m not looking

but whenever I look at him he looks away with kind of a mad face or like “why are u looking at me” type of face and he doesn’t look at me for along time and then stares at me again.
he also stares at me when I’m walking around but looks away when I look at him

why does he do this?

Because he considers you attractive but isn´t sure about his feelings. He makes a mad face when he feels kind of trapped. I´m not sure about him but I was 15/16 I didn´t know the difference between looking at a woman and making her feel stared at so the amount of time he spends looking at you doesn´t need to of significance.
You attracted his attention but he´s not sure how to act on that.

Ok maybe you just attracted his attention for some reason. Whenever he looks mad he knows that you´re aware of that but I don´t think there´s much behind that.

Probably likes you and is trying to gouge your interest back. Same reason (s) women do this.
