Why does this guy keep staring at me even if he has a girlfriend

like he sometimes would be staring at me when I walk around and when I’m not looking and when he doesn’t look at him phone and when I do catch him he looks away and goes back to him phone

and we did make eye contact twice but then he stopped and he doesn’t want to look in my eyes anymore

why does he keep doing this!
