Why does this guy keep staring at me and following me with his gaze as I walk by?

There’s a guy I started noticing at my gym and he stares a lot and goes as far as to turn around as he’s walking to look at me/follow me with his gaze. He was talking with another girl and still kept staring at me dead in the eye this one time. It’s so noticeable to me at this point.
Why doesn’t he just come talk to me? Am I just eye candy and that’s it? I don't know if he’s single by the way. I saw him with another girl once or twice.
I’m told that I’m very physically attractive but I don’t think I am enough to have someone breaking their neck to stare at me this hard.

Please spare us the feigned confusion over why he is looking at you. Why do you look at things/people? So because he looks at you means he is obligated to talk to you?
