Why does a guy stare at me when I walked past him?

this guy that sometimes stares and glances at me in class today he was talking to one of my friends friend and when he was waiting for her I stranded near him and he stared at me for 5 seconds and I stared at him back and he didn’t look away cuz he always looked away and even if he walked away he still looked behind him. Could this mean he wants to talk to me so I can make sure to make the first move?
