Why does this guy keep staring at me even though I don’t know him?

To give you guys some background, I’m currently in my junior year of school and this guy is a freshman. I’ve only really seen him hang out with this one guy in his class almost every day, and it wasn’t until earlier this week that I realized they both stare at me a lot. I feel like this has been going on since the school year started, I remember making brief eye contact with him across the hallway during the first day because I thought he was cute but I haven’t really paid attention to him since. There were some moments after that when I realized that he and his friends like to stare at me a lot. My guy friend and I usually like to sit at the cafeteria in the morning before class starts, and I always see them just staring at us as soon as we enter. At first I thought they were looking at someone behind us, but it was obviously just the two of us. There was another incident that happened earlier this week that made me realize that something weird was going on. Yesterday, I was out with my other friend (who’s a girl) for lunch when I realized there was 2-3 boys walking behind us. I didn’t really think much of it as my friend and I continued to walk to McDonald’s and I saw a glimpse of them crossing the street. It was really windy that day so I looked at my reflection in the window to fix my hair and I saw that his friend (the guy I always see him with) was just starting intensely at us as they walked by. Today was a little different. He was still at the cafeteria in the morning like usual, but his friend wasn’t there. While my guy friend was lining up to get his breakfast, I saw a figure walking towards me and I looked up and it was him. He stood in line behind my friend, but had his back facing me (which was not how you usually stand in line for food since that’s not how the cafeteria was designed, hard to explain without pictures, but you get it). He also kept looking at my guy friend and I as we were leaving. Can anyone tell me what his deal is?
