Why does a guy keep staring at me if he’s not interested?

there’s this guy in my 8th period that always stares at me when I’m not looking or whenever I walk around he follows me with his eyes but when I catch him looking he looks down, whenever he sees me in the hallways I catch him looking and he looks away but he takes out his phone I’m guessing because he is shy or knows that I stare at him so he’s nervous but he never talks or makes eye contact the only eye contact we did is by talking one time about work. Why would a guy stare at me like this if he wasn’t interested in me
