No they're not important because it's just fuzz. But sadly so many men have put so much stock into it they think it makes them look macho tough manly. Seen this bodybuilder guy had a full beard arm wrestling a guy that was clean shaved the clean shaved guy whipped his ass so the beard is not all that. Personally as a guy I don't prefer it I shave twice a week. But I've even seen some men on the verge of tears because their girlfriend asked them to shave their beard off and they was having a hard time with it because they don't feel they are anything without their beard it's like man you need professional help dude.
It depends on if the beard compliments a mans dimorphism, how well kept he keeps the beard, how much beard he can grow, etc. I think they're important on average, but there will always be instances where someone will look better without one.
In what context? Compared to national security, no, not really. ; ) Kidding aside, I highly recommend avoiding a beard if it's scrubby and thin. If it's filled in and trim, they can look awesome and super masculine. If it's a Duck Dynasty bushbeard (I have nothing against Duck Dynasty), not really my taste.
Not really but they can look really good if they are nice and thick. It also sometimes can help an ugly guy look more attractive.

not important, looks wise cuz it doesn't look good on many guys
In my opinion only if you workout outside during the wintertime because it'll help you keep your face warm that's about the only time I actually let mine grow out.
Important? I am not sure if they can solve world problems. Haha. Okay, in all seriousness, sometimes it makes a guy look better, sometimes it does the opposite. Depends on his face shape in my opinion.

I didn’t mean anything that deep by it, it was just an observation. A good/bad beard can transform a man just like good/bad makeup can transform a woman

I honestly wish we never evolved to have beards. I never wanted one and it's such a chore to keep up with it. But... I will admit that some people look good with them.
