You just flirt with her more, make a move when she gives you signals (don't ask for a kiss the way he mentioned, cringey as fuck), or just ask her out on a date if you're unsure. If she says yes, great. If no, also great, now you can move on.
It only results in the friendship being broken if you make the whole thing a big deal, you get nervous and then start gushing about your feelings like a 12 year old. That's just awkward.
I've asked female friends out before who weren't interested, but because I made it no big deal we continued as if nothing ever happened. There was zero awkwardness.
