Adolescents get hard without any thought or action. It isn't the same as guys get older. Just seeing someone nude, especially if he sees the same person on a regular basis, is generally not enough to result in erection. It's not a statement about you or him, but just what is normal for males in general. As long as he gets hard when he is focusing on intimacy with you, there is no issue. By the way, you probably don't lubricate every time you see him change clothes, either. Nothing you see or experience is abnormal. Just enjoy each other.
