Eye contact is a cultural thing. In many Asian cultures eye contact is frowned upon. Especially with a stranger. It can range from being seen as rude to a challenge.

Eye contact plus a smile is an American thing. I recall reading it's something thought to have developed due to the big mix of cultures who all have different gestures. Sort of a universal cue that you're not a threat.
