A person living in a country where the average height is lower than in another country would not be considered small by the standards of that country even if this person is 3'' shorter than the average of that country.

If you take Bolivia nationals for example, their average height is 4'12 while the Dutch would be an average of 5'8.

Thus, the best height for a man depends on its ethnicity, country of residence and probably a number of other genetic factor.

There is no such thing as a best height for a person, regardless of the gender of that person.

Best for what? All of those are too short to seriously play basketball.

In a relationship, around 6ft (or a little taller) is probably best... you can reach the top shelf for things that she wants and cannot reach.

Anything from 5'7 to 5'10 is the normal... so your pool is slanted and off and sucks.
