There's a lot but not a lot going on here in this picture. I feel sometimes and this isn't exclusive to her, but women get caught up with the latest fashion trends. Whether or not they suit the personality and body of the girl. I think she has an impressive figure, curvy. Her breast are a great size not too big or too small, she has a cute waist. Personally id cut her hair maybe medium length. Change her parting too that centre parting isn't very flattering. Maybe something that frames and enhances her face more. I'd suggest a more structured outfit possibly two piece. Top and skirt and material of better quality.
She doesn't need to wear clothes so clingy but also not too loose that it looks frompy. Try those wrap dresses. They'll also make you look taller.

She seems like a cute girl, but I think she could look a lot better going with a different look. For some reason she looks kind of skanky and maybe it's the tattoos but I imagine if she had the right outfit on she might look a little more appealing like if she had a more modest good girl looking outfit on, I don't know. Sometimes girls try too hard for what they think men like but it sends a message they're not meaning to send.
