He said he is confused, and is not sure if he want to be with me in a exclusive relationship. So, we're messaging here and there, but not really connecting. Only when we're talking. But most of the time, he has no time for me. So, overall... I don't know if I just stop talking with him. I want someone who is enthusiastic about me...

This is not a red flag. He is honest with you. you have met 3 times. He told you he is not interested in having you as girlfriend. The ball is in your court to leave or be hurt while he goes after other girls.

I think I should stop dating in general. Focusing on my goals. Because dating is exhausting me. I wanted a extraordinary relationship so badly from inside, but I think I should stop being that needy. So, I did call that guy and did say I didn't want to go on a third date with him. After that I cried.

This guy has no interest in you, he doesn't want to be exclusive because he doesn't want to sleep with just you which keeps his options opened. He tells you casually because even if there's tension he doesn't care. He won't lose anything from someone he just using. I'd cut your losses and move on

Yes, red flag. In my opinion and experience, any guy who genuinely views you as long-term girlfriend/partner or wife material will not have such uncertainty.
