My boyfriend just won't commit to making plans with me, ever and I don't understand why?

When we are together he's very affectionate, we do nice things together but after 2 years, we don't seem to be moving forward with our relationship at all and I'm just wondering if I should just call it quits now or if I should try to persevere?
