Ok, I'll bite. How would you know he stares consantly, or never looks away if when you look and he's looking, then you look away for 2 seconds, and look back. Seems that it's too short of a time in between your looking. The longer you stretch the time, the more chance he has to look away and you're just not seeing it.

He's looking at you because he keeps seeing you looking and he's trying to figure out why you keep looking at him?

Maybe he's waiting for your head to keepi going, in the same direction, and unscrew?

Maybe he's just blankly staring... at nothing. In your direction? You've never just spaced off? Lost in thought?
