Depends some ugly looks are easy to change while other are impossible. While personality is usually are requiring much longer time and can be hard.

It depends on the person. Generally, a personality is easier to change, unless the person is really stubborn and/or bigoted.

Looks. People with ugly personalities generally have no desire to change and become a nicer person.

Neither are easier to change. Looks requires surgery and a whole new makeover personality requires time commitment dedication and even then there's no sure fire guarantee that your new personality will keep forever without you reverting back to who you used to be
