Can a location on snap maps and the iPhone find friends both be wrong?

I was with some friends and opened snap and saw someone’s location wasn’t where they said. I checked iPhones find friends and it was the same place. They told me they must have been glitching?

The 2 applications use different map providers and therefore, the chance that both are wrong simultaneously is very small.

I would rather bet on the fact that your friends were not where they pretended to be. One can reasonably assume that a glitch on 2 map providers giving the exact same wrong location is almost impossible unless both map providers again get their data from a single source. Unfortunately neither one of the map providers does reveal the source behind... their source.
