If a guy is 16 years old, he will say that women look the best under age 21. If a guy is 50 years old, he may say that women look their best under 40. It depends on what you define as prime age. Do you mean physically, sexually, mentally. A guy is at his sexual prime around 19 or so, physically and mentally I agree with the ages you suggest.
