You simply keep asking.
So try to not feel guilty, easier said than done, but you say no thank you, I'm not interested simply because you are not interested.
It isn't any reflection on you if their feelings are hurt.
That is their issue, not yours.
Some men can handle rejection better than others, and those people that have a hard time handling rejection have some growing up to do.
Think of how boring life would be if you always got everything you wanted.

Because I didn't have feelings for her upfront. They developed over time. Thats why friendships between a man and women are impossible. And i did tell her. For the record, she is still heartbroken and sad nearly a year later. Pretty sure she didn't think of me as just her friend either

I know that might not be the way you feel but that is the way it comes across. It would have been better for him to ask you out, and you reject him when you two first met. Because it would've been less painful coming from a stranger. You have to remember there are 2 things at work here. 1. His pride 2. His feelings. If you guys are good friends the 2nd part will recover... give it time after. The former, his pride will probably take the biggest hit. But he'll get over it if you are friends because real friendship is deeper than pride.
This is why I'm saying be FIRM and let him know in no uncertain terms. That you'll NEVER be interested in dating him. Do do anything other than that will just make this more painful than it needs to me. Just trust he will get over it. There are 3.5 billion women on the planet. In that sense you are not special. And he'll eventually come to that conclusion. And then you'll resume your friendship. IF NOT? then you were never friends to begin with.
But as I said, and I can't stress this enough AFTER you've rejected him. Don't try to force him back to being your friend again. You'll only exacerbate the issue. You need to let him work this out on his own.
Remember just like you can't control your lack of romantic feelings towards him. He can't control he temporary feelings of betrayal at being rejected by you. Just trust it will get better over time. And as I said, if it DOESN'T then he was never really your friend.
Do not apologize when you are turning them down and do not give them anything to latch onto. For example "Sorry, I'm not dating right now" adding the "sorry" makes your rejection weaker and putting TMI like "not dating right now" could be interpreted as "I plan on dating later" meaning comeback some other time.

Using words like "right now" and "not ready" is exactly how guys get led on. It leads guys to believe you are not sure because you are literally saying not right now, which means there might be a later. Same exact thing with right now, you are essentially giving them hope for you to change your mind. This is exactly the wrong language. You need to be definite. You might not be doing it on purpose but this is literally part of leading someone on. Leading someone on essentially translates to giving or leaving them hope, intentionally or nonintentionally.
