Is this kind of dress appropriate for a dinner in a high-class restaurant?

Although I don't judge others for their dress choices, I'm concerned that her wearing such an outifit could give the wrong impression at the location I've picked and make people get the wrong idea - and from what I gathered, she likes to wear this kind of dresses in formal settings.
It was one of the reasons I was unsure about having dinner with her.
