What country do you live in? In that US that would be almost unheard of, unless you were a drunk driver or something.

It’s western Europe. You can go everywhere on public transportation. You don’t need to be able to drive like in the US

Get the manual and study it. Get somebody to ask you questions. Keep practicing until you get them all right than take the test. Make sure you are similarly prepared for the road test.

I'm a legal adult and still don't bother getting a license because I was too depressed and hopeless. As a male it's much worse than as a female for obvious reasons. But I'm shameless and unapologetic.

My grandmother died just before turning 78. She never had a license to drive and never drove.

Well you should know all the road rules, before driving. When I was younger must of taken me a 3rd time to get the theory down.
