I think you should accept if the work fits you and the conditions offered are right. Maybe it’s another try period and he can confirm you after the year!

Sounds like his playing safe, i mean 9month is plenty of time to see, its just after perma contract people change and become more lazy.
For me i wouldn't take 1year contract, if his unsure then its a no for me. But then again i know im a good worker and 1y contract would almost feel like disrespect to me. Like spit in my face. But not everyone is working like me, im always top worker in any place i go. It might not be same true for you and your workplace.
