I think basically it’s because in our societies there’s a lot of paternalism and machismo, so possessiveness and desire of control of men comes out very easily.
Women are always seen as the weak sex so they have to be controlled, guided and educated by the men, so a lot of times this attitude comes out. There’s also a lot of social pressure to act like that, especially in low education and poor environments.
There are also some women that encourage this way of thinking, but I see with hope that lately women are realising their real value and that 1 equals 1.

They want you exclusive to them when they want to receive the benefits of the relationship (sex) without having to put in the work that's required (commitment).
A man asking you to be exclusive to him but has no intentions of being in a relationship with you, is a man who isn't interested in you, he's interested in what you have (v). He's trying to figure out how to get what he wants from you without having to actually deal with you. Which is why he wants you exclusive to him but doesn't want a relationship.
Probably just their ego talking, guys tend to be territorial even with their “toys”
