It's kinda both. Some people use it as a form of greeting or show of affection, others use it only romantically.

Honestly, I would only kiss someone on the lips if I'm romantically interested in them and we're having a moment, but there was this one time I saw a little girl kissing her dad on the lips and it blew my mind. It wasn't a proper lip-locked kiss though, but moreso a light peck that lasted less than a second, but it was still a kiss. Then I asked a friend of mine who was with me who saw it and he told me that it's normal for some people to kiss their kids or even family members like that it doesn't have to mean anything really. So there you go.

That is fair! I thing the tame kisses on the lips are more of a greeting. But that really is specific to kisses on the cheek. In my opinion a kiss on the lips would be a greeting for someone you are in a relationship with. Add some tung or a little more noise at least and then it is far from a greeting.

Never just been a greeting. Had to kiss my little cousin on her lips because she wanted to say bye and that's how their family did things...
