Does a kiss on the cheek from a guy indicate romantic feelings?

A guy I was friends with for like 2 months one night kissed me on the cheek, than hugged me and stared into my eyes speechless for like 20 seconds while still holding me but he never told me if he liked me or not the reason I'm thinking he doesn't is cause he never told me he liked me, we only knew each other for 2 months and it was after I said "I've asked you to kiss me before" and when he finally did like I said it was only on the cheek but the fact he stared into my eyes not saying anything while holding me is the other part that has me confused. I'm confused if this was just cause we're friends or if he means more by it?

Chances are he never told you he liked you because he is afraid to be direct in saying so. From what I read here (but then again, what do I - a random person on the internet - know?) he's probably into you, and you can at safely make some moves to get things going.

The look in the eyes makes me think that he's into you, but doesn't want to push anything. If you're cool with him being a shy dude, I'd recommend making a move.

i would think so, yes.
if he stared into your eyes, that sounds like he cares about you and is probably interested, but if you really wanna be certain about it, dig a little deeper about the signs he's giving you.

But in the American culture, yes, probably.

Probably means more but is scared to make the move. Maybe you have friends you are connected by and he is scared from ther reaction. I like when a girl comes and kisses me on the cheek since its a approoval that she doesn't discust me or msybe is interested.
