Someone posted the live video somewhere down below. This is a non-routine scenario with abnormal circumstances - according to what I saw on the video, we have a physically large, somewhat hysterical woman behaving threateningly in the middle of a city intersection toward at least two officers. The closest officer grabs her by the arm in an attempt to restrain her or at least lead her somewhere. She strikes him once in the face - at least a misdemeanor crime insofar as 'assaulting/striking a police officer' - and causes him to release his hold. Another officer attempts and fails to restrain her from behind, and she hits the same officer again in the face - possibly escalating the crime to felony 'assault and battery of a police officer'. This prompts the second officer to use physical force - a strike to the face - which drops her to the ground, stunning her into semi-unconsciousness and thereby diffusing the threat. And yes, she was a threat.
Was there good enough reason for her to punch the cop? Nope, not here... not by a mile. Was there a good enough reason to slug her in the noggin'? I do.
