If someone doesn't ask questions about you does that mean they're not interested?

I don't ask questions of people if dating. It's just not my thing. I am someone who listens more than I ask and the only time I ask questions is to clarify something. I can't help it, I'm ex-military and medically trained whimsical questions and pointless chitchat doesn't necessarily register as important in my mind.

So how do I convey that to people am dating or interested in dating and how do I train my brain to ask questions.

No, it does not. Not necessarily.

If you don't feel comfortable asking questions, you can make statements.
For example, "Hey. You're cute.". That one seems to work the majority of the time.
