Saying to a guy I like him, but we don’t really talk?

So there is this guy in my world history class, we texted once, but it ended up that he would take hours to reply back to me when at the time it took him seconds to a few minutes. I’m thinking of just texting him saying, “hey I know we don’t talk that much, but I just want to say I like you.” But at the same time I’m also thinking of just trying to befriend him first. I’m honestly at a crossroad here thinking if I should wait and play it safe, or just shoot my chance because it’s not like I have anything to lose if ever.
