What do I do to make things romantic with this woman?

I did not talk to her for like a month because I was rather fed up with nothing happening between us. I made it clear to her again that I want things to be romantic and she agreed to make plans again next weekend. But last time she said that she wants it to be natural. Which apparently it wasn’t in her view …So I don’t know. What kind of setting to make it at… maybe we should just go for a walk and we’re looking at a view I can just like touch her and tell her she’s beautiful and go for a kiss? I don’t know what else to do…
