Does it count as a first kiss if one of you guys doesn’t kiss back?

Like let’s say two people go on a date or even just a hangout and one of them kisses the other but out of shyness they just didn’t kiss back (but they clearly still enjoyed it though). Does that count a first kiss for one or either of them?

Imagine this: a boy has been in love with a girl for years. He wants to kiss her. And it turns out that she's in love with him too. She wants to kiss him too. They kissed. That's why he's making the making the first move.

It’s not a first kiss if only one person performed the kiss.

That’s just being kissed or giving someone a kiss.
