I mean if you want to date a guy friend you need to come out and tell him that you are interested in dating him. Not sure I would go straight to I love you until after the 3 to 5 date... but if you feel you must tell him that you love him then do what you feel you must.
For me I would just ask if he ever thought about you two being more than freinds. Then just take it from there like any normal relationship.

  Call him chat or text... just do what ever it is you do. Ask him if he would like to go to dinner, drinks or what ever. Then while your out start a conversion with him... start talking about women he's talking to or interested in and then ask him if he ever thought about dating someone like you, "Specifically" you.

Just tell him you want to take your friendship one step higher and date him than tell him you love him also you can try flirting with him in text messages or in person to get him to know you really care about him.
