My boyfriend has a lot going on atm and has started getting cold and distant. Is it over?

He's currently out of country, sorting a few things out. We still talk all the time and he initiates contact, but has stopped showing any affection towards me. I've addressed the issue and he doesn't seem like he wants to break things off. Just, that I should understand his situation. I'm returning his energy for now, but it feels weird. What should I do?

If he really has a lot going on, then he is probably just stressed, distracted and you're overthinking this for now...

Give him some time, you already talked about what is bothering you and he didn't wanted to break off, so he probably just needs time and support. Maybe ask him what you could do to help him or just give a little space for a few days and ask how he is doing etc

If it’s a legal matter then give him time. Having legal matters hanging over your head is a tough on your mental health so be patient if that’s the case.
