She confessed to me drunk the other day that she "never wants me to find a boyfriend hotter than the one she has." She literally outright said it, she doesn't want me to go out with guys she sees as better. Is she toxic? Is this something I should let slide?

Not unless she is actively sabotaging you. All women are like this to SOME degree. People are like this. They want you to do well, they want success for you. Just don't want you to be more successful then them. Try not to take it personal. It's pretty normal.
