Girl does not want to talk on phone, she prefers to wait until the date, strange?

I met a girl and we had dates 2 times, she really liked it. Now she is doing an exchange semester for 4 months. Each month I prefer to contact just to chat and talk. She always replies very quickly and she talks a bit, but she always gives me like a hint that she does really want to talk to me a lot and she prefers to wait until she comes back, so we can discuss everything on a date.

For me it looks so strange, why is she doing it like this?
