She won’t meet up for a date but will text?

I’ve had a crush on a girl for a while and she knows it so we text each other sometimes but every time I ask her out she doesn’t reply then texts me later saying she was busy with something and didn’t see the text. She’s still OK to text but at this point it feels like I’m pushing it too much.

What should I do?

Should the next time we talk I say “hey it’s good to talk to you through text but I’d like to meet in person or nothing at all?” Or is that too extreme?
