I have this co wprker he flirts with me a lot but he obly talks to me when he needs too, he doesn't really seek my help on purpose but he compliments me on my hair and checks me out and looks at me

He doesn't need to chase you to show that he likes you. There is more than one type of of having an interest into someone. It could be he wants to be your friend just like a gal friend. He could be slightly interested in you romantically, but doesn't want to make a move as of yet. And he could be really interested in you and wants to have a relationship of "boyfriend/girlfriend" with you. I believe you'll be able to tell through his everyday actions towards you.
