Why is she staring and getting her friends to follow me?

Talked with this girl for around 3-4 weeks but she eventually stopped talking. No biggie I moved on with life.

I met her again recently on a night out and she seemed really shocked to see me. I tried talking to her but she seemed reserved so I left her alone. Her two friends later followed me on Instagram that night.

I met her again the next night out and she just seemed really surprised again. I was going to talk to her but my female friends interrupted at that moment and told me to go downstairs (my friends were there).

As I walked off to the stairs, I noticed she just froze in the same spot and had just watched the conversation without saying anything. She was still staring at me, not even walking or looking away.

Maybe when she eventually stopped talking, as you noted in the beginning, it was because she started seeing somebody else. And when you ran into her maybe she thought you found out and she got awkward about it. If her friends started following you on Instagram it's most likely because they want to keep tabs on you so they can tell her what they see you doing or if you are with anybody. Chicks do this stuff all the time.

If it's not that, it's something else that she is being immature about not discussing with you. Watching you and getting all weird when you talk to her, but not trying to tell you anything. At this point I honestly wouldn't worry about it. You already said she slacked off talking, you ran into her more than once and she had ample opportunities to talk to you but chooses to behave like this. I would say don't worry about her and just keep doing you.

She might have heard a rumor about you.

I know most people will say something like "oh she likes you" but to me that behavior seems anxious and confused. especially if she's going into flight or freeze mode when she sees you, avoiding you, staying silent and still when you're near. That's some heighted anxiety. also her friends checking you socials could be them trying to verify anything they've heard.

at best case someone told her you like her just to see how she'd react. she doesn't really want you that way nor does she know how to address it so she just avoids. similar thing if she does have a crush on you.

at worst she heard some disturbing rumor like you have a violent temper or you masterbate.

I honestly am not sure it you should try to address this. maybe dm her friends see how they respond. someone's friend and there behavior could say a lot about a person. though don't freak-out because I'm just some random girl online who's just speculating.
