You've already done all you need to- gave him a second change. Dating isn't baseball, you don't get three strikes and you're out. Most people only get one chance, and if that doesn't go well, then it's over. If you get a second chance and flub that one up too, then you're done.
Clearly this guy must be pretty great or you wouldn't have agreed to go out with him, let alone given him a second chance after cancelling last minute. But, clearly he doesn't see you as someone worthy of any sacrifice; so, I suggest moving on.

Talk to HIM! Only he can tell yo anything that will satiate your questions. From the tone of your question either you don’t fully believe that he had to work, or you feel that this won’t work if his job is always going to interfere with your dating life! Rule of 3. Give him the last chance with the mindset that he'll flake on the last minute because of work again. Afterwards you just don't interact with him no more.
Cross him off the list. A person that can't commit to a date can't commit to a relationship.
He clearly has no time for you and isn't serious about this whole dating scenario. So you should move on
