Guy has cancelled on date twice in a row?

Had a previous relationship with him for almost a year. It was always casual and we agreed to see other people. Feelings were both developed on both sides, however I told him I didn't want to be in a relationship. Months passed and he remained in contact with me by initiating conversations here and there. I asked him last week on Tuesday if he wanted to grab a drink Thursday. I ended up having to reschedule and he wanted to hangout on Monday. Monday evening comes and he got called into work. He told me he was free later this week if I was and I told him to just let me know when he is open. He ended up texting me last night (Friday) asking to see me tonight (Saturday). This is our text conversation.

Friday evening-
him: are you free tomorrow?
me: yes I'm free
him: I am also free
me: does 9 work?
him: 9 works, 30% chance I'm called in, but lets plan on it
me: Okay, let me know if anything changes
him: I'll know by 7:30
me: Okay, sounds good

Today-
Him: Aaaaaaaaand I got called in...
me: hmmm
him:Consequently we also have another bartender spot open at (Employment) because they called in the whole staff and one girl was in LA...
me: I understand, no worries

He has not responded to that text, or tried to reschedule on another day. I would like to see him and catch up on everything, however I don't think that is mutual on his side. Should I pay him dust and move along, or should I reach out in a week and see if he still wants to get together?
