Should I respond to his good morning message after last night he said he'd call me back but then never did?

So first off, he was the one who called me first, and our convo was really good we were laughing and joking then I heard him yell "Mande?" I know it was his parents who was needing him so he told me that he'd call me back in a minute, I said okay. And then he's like honestly it'll be more like 20 minutes. I was like haha okay it's fine. We hung up, didn't call me back at all, and this is a first for him, we're great friends and we've told each other that we like each other a bit more than friends. He always called me back when he said he would so this is questioning to me. But then he texted me this morning saying "good morning" and that is it. Honestly was expecting a little more than that. Maybe like an apology? Lol. Should I respond. I am a tad bit upset.
