It depends on how it's done. I greet everyone just to be courteous. I am not doing it in a flirty way or because I have an attraction to someone. However, sometimes women greet people when they're interested and they want you to keep the conversation going. They want to see if you have the courage to walk up and ask them out, ask for their number, etc...
