If you can really do it in secrecy and not tell someone who is going to tell him eventually. It also might depend on the nature of the gift. I'm assuming this is someone you wouldn't mind getting to know so used toilet paper is probably not a great idea. If his position is above you or he has any control over your advancement or salary then keep it a tight secret. I wonder if anyone has done something truly in secret.
