If you are waiting for women to "notice you" you could be waiting a long time. You need to be proactive. You need to get out there where you can meet women, and lots of them. The more you meet the better.

You also should not be thinking in terms of getting a girlfriend so much as just socializing, meeting lots of people, and learning to talk to women - not flirt, just talk to them and carry on conversations. Flirting is way over rated. You don't need to flirt at all.
