Why won’t he just label our relationship at this point?

I have been exclusively hanging out with and going on dates and hooking up with this boy for 3 months now. We have both had several conversations with each other that we don’t want to be seeing anyone else, and he brought me home to meet his mom. (Only 1 other girl he has brought home to meet his mom and we are both 22). The other night he told me someone while he was out earlier that day a girl was flirting with him and he out of instinct said “I have a girlfriend” to her. He made a point to tell me how he was so surprised he said that and how it kind of scared him and he said “like I’m calling you my girlfriend now that’s a big deal” So then I asked him if he was going to ask me to be his girlfriend and he said he couldn’t because that means we’d have to get married? THEN he told me that his friends know where I stand with him (meaning they know we like each other) and everyone close to him knows where I stand with him… I just don’t get why he won’t just ask me to be his girlfriend though? Should I be concerned?
