As a girl, I wouldn’t mind some company while I’m out eating alone. But I’m sorta hesitant to approach a guy while he is enjoying his meal.
Depends on how hot are you but generally I am there for the food and not the company.
This is especially true in a proper restaurant. I am a table for one type of guy and I don't care. I don't need support to eat something unless they don't allow it (I am looking at you Korean BBQ!). If a random woman joining me then I would assume she is trying to sell me something.
That's a risky move, but a nice one.
Personally, I like to go out and have a meal alone every now and then and enjoy the experience for what it is, in silence.
I would not like to be disturbed in this situation, but of course, since I am fucking polite, I'd never turn someone away in this situation, because it takes balls to approach someone.

I know exactly how you feel about being shy about it. Personally, I'd be very happy to have a woman ask if she could join me at a table.
It's a plus either way and if possible I'd say yes, but if she's attractive to me then that's a huge plus.
Usually, I don’t like talking to people, even my friends, while I am trying to eat. It’s awkward. I’d rather just enjoy my meal. But I would accept out of politeness. I’d be happy to talk to you, just not while I’m eating.

that is an iffy one. in my case, it would come off more as a pity approach which in turn wpuld be a huge offensive red flag.
When I was single, I wouldn't have minded. Now if I"m eating alone, I have a reason. That's why I usually bring my e-reader when eating alone and read while eating.

However after 20 minutes if you think nothing is going to come of it, excuse yourself to the bathroom then go home leave her with the bill.

When I'm eating I seriously don't want to be bothered at all nor spoken too.
I would feel a bit uncomfortable because i am Shy but i would still say "Sure, Why not".
