I think it´s something he says to make her a compliment since he´s probably aware that hetero guys wouldn´t say it because they don´t want to be seen as a potential boyfriend or because they generally have the guts to. So he tells her that to make her feel better.

i think it just means they think you look good. i tell women if they are looking nice on a particular day or if something they are wearing is especially good on them... if i know that is something they like to hear
