I would assume that "I like you a lot" means "I like you a lot but I'm not in love with you or I'm not admitting it"
I would also assume that someone who says "I love you" means to say "I love you" and doesn't mean "I like you a lot" but some men can be devious and SOME men say that just so that they can get into your pants or keep getting into your pants.
