Now that’s crazy luv. If he said he's going back to his old girl then why is he being so weird and staring at you all the time? That doesn't make any sense. Probably just trying to mess with your head or something. I wouldn't worry about it too much, he's the one who wanted to get back with his ex so his problem I guess. Just try to ignore him when he's staring, don't let him see it bothers you. Soon he'll get bored and stop. You're better off without him anyways!
He might be in a state of loss. Unsure what to do. He might have feelings for his ex, but after losing you he might be conflicted as to who he likes or he might like you still.
